A Vision Forged in Dominica

Horizon Bridge Academy is the culmination of a lifelong journey by its founder, Irvin Pascal.

As a Dominican accountant and strategic advisor, Irvin spent years navigating the intersection of local Caribbean & African realities and global financial standards. He saw firsthand the frustration of brilliant local projects failing to secure funding because they lacked “bankability.” He saw talented professionals held back not by a lack of skill, but by a lack of global strategic navigation.

Irvin realized that teaching accounting in isolation was not enough. To create true economic emancipation, the region needed a holistic institution—one that could teach the technical language of global finance and the strategic architecture of project development. HBA is his blueprint for that future.
